Correctional Services Race- and Identity-Based Data Analyses Technical Report, 2024
Under the Anti-Racism Act, 2017 (ARA) and its associated regulation and guidance, the Ministry of the Solicitor General is required to collect, analyze, and publicly report on race- and identity-based data within its correctional services. This technical report is presented for the purpose of complying to the greatest extent with Standard 36 of Ontario’s Anti-Racism Data Standards (ARDS). Standard 36 of the ARDS requires Public Sector Organizations (PSOs) that are regulated under the ARA to develop and make publicly available—on a regular and timely basis—a report that includes results of race- and identity-based data analyses and other specified requirements. The focus of the analyses in this technical report is to describe the individuals incarcerated in 2023 and individuals upon whom force was used in correctional institutions in 2023. It also includes an assessment of the quality and limits of the existing data.
