The Tobacco Inspection System (TIS) is a tool that is used by public health units to collect inspection data for compliance with the Smoke-Free Ontario Act (SFOA) and the Electronic Cigarette Act (ECA) and report on enforcement activities (inspections, education, warnings, charges). Inspectors also enter mandatory inspections conducted by public health units:

  1. youth access inspections on all tobacco vendors at least twice per year;
  2. annual inspections on all tobacco vendors for display and promotion;
  3. response to all complaints for smoking in workplaces and public places.

The use of TIS is mandated through Transfer Payment Agreements.
